    The answer to the original question is the washer and one nut goes on the inside of the rim and one nut outside.

    If you run low air pressure and want to give your valve stem a little wiggle room. Leave the nut off and order from Honda part # 42714-KA3-710. These are rubber sleeves that fit over the valve stem and keep dirt and water from getting inside the rim.
